Where can I get a config file?

I tried to delete my config file in the my games in documents to resolve another issue.
It just doesn’t come back after verifying the game’s cache nor when I reinstall it.

Will it not come back when you run the game?

No, i get a black screen, then chiv and steam go unresponsive
