i think its unfair play how he denies me the points and others for his kill

The video shows him going into spectator mode once. If he is doing it repeadedly I would definitly call it abuse. However doing it once or more does not exactly make it an illegal move, it is really a gray area.
There should be a “punishment” (reduce score) or cooldown for spectator mode. I believe the score is reduced in TO or LTS but for some reason not in FFA?
If you do this repeadedly: definitly abuse.

he does it every time i get close to killing him and then he comes up directly after with full hp to backstab me hes doing it every time i play and hes on the server
