Framework 4 download

I got the game as a gift on steam. I downloaded the game, and went to launch it. Apparently, part of the first time setup for the game is downloading microsoft.net Framework 4.
The setup for framework 4 launches, and downloads about a third of the way, and then just completely freezes for me. Can anyone help?
