How to host a dedicated server?

I installed the dedicated server from steam but when I run it with the
AOCTD-Moor_p?steamsockets -seekfreeloadingserver
set in the launch option of steam, the dedicated server CMD window is blank. Whatever I do, CMD just stays blank.
What am I doing wrong?

So Once I start this, how do I find and join my own server?

You should be able to find it on the server browser.
Or you can manually join with the IP with teh console with
open IP_ADDRESS.Look around in the Server Operator HUD for more info.

I don’t see my server on the list. Can’t join it with my own ip either.
How do I get ip address of my own server?
Do I need to open ports in router? 7777 and 7778?
