Dynamic lights + dynamic shadows wont turn off

Basically, since I enabled dynamic lights + dynamic shadows in game to see what the performance would be like, I can’t turn them back off, I have tried in game and when I click apply nothing happens, I have tried manually editing the .ini file with no luck. I have also validated my steam game files which did not work either. I am struggling to play on the fps I get now so any help would be greatly appreciated.
