I just dl’ed the Dark Messiah of Might and Magic Non-Steam Hammer and I got that issue. Was too lazy to look into it.
I usually create a mod on the Source SDK 2006 engine(You might need HL2dm, which is $5 or you can get it free if you own an NVidia / ati graphics card. Check the general Steam forum, free game list, it might be there). Then use the 2006 Hammer using that. I’ve never really had any issues
