The only viable ways that I can see to balance this is by applying either stamina or damage modifiers to weapons depending on where they are in their release. So you’d either do less damage or drain more stamina to do the full damage. But the modifier should be different depending on the weapon and what attack, ie. a maul builds up a lot more momentum during an overhead compared to just about any stab which is more about the person just pushing the weapon forward.
Actually, with that last bit modifying stamina use seems more appealing.
