How can I set how many player respawn a map has before it changes?

It seems to happen after map change. I cleared out all the files I had and started from a fresh download once again only changing the server name and password. After I noticed it had something to do with map change I tried limiting the gamemodes to only one instead of all of them, it has the issue.

If I restart everyone can connect.

I am unsure why but I setup a server for this game and have everything stock but the admin password and server name, but for some reason people are having issues connecting to the server. Right now I have 5 people in the server and noone else is able to join they can join other servers but not this one.
